UGC 2026 Alert: Supreme Court Petition Filed Over New ‘Anti-Discrimination’ Rules

Higher education in India is going into a frenzy. Recently, the University Grants Commission (UGC) has reported that the UGC (Promotion of Equity in Higher Education Institutions) Regulations, 2026 is a replacement of the former 2012 framework.

  • 24 Hour Action: In case of a complaint, the new Equity Committee has to meet within 24 hours.

Why Is There a Controversy?

  • The Fear of Abuse: According to the critics, the new rules do not provide specific repercussions against false complaints, which creates concerns among the general category of students that they may be misused.
  • Representation Issues: The protesters argue that the Equity Committees that are mandatory (and are compelled to have a 50 percent representation of SC/ST/OBC/Women/PwD) are not properly representing the unreserved category.
  • Supreme Court Appeal: The first appeal has already been submitted in which it seeks to have the legitimacy of these rules disputed, claiming that they are discriminatory against the general students.

This time, the UGC has bared its fangs. If a university (such as CDLU or otherwise) does not adopt these cells:

They are able to lose their UGC Grants.
